I want to import data using oracle tools but i get the message that the application needs to be connected to Oracle Managment Server. How do I make possible to use oracled tools?

You can either run the import utility from the command line or create an OMS with Enterprise Manager Configuration Assistant.

A short and simple way would be

OS> IMP username/password FILE=export_file.dmp

But, depending on your current situation, this may change (depending on different stuff like who did the export, do you already have some objects in user you'd like to import, etc. etc.) The best way would, perhaps, be to take some time and read documentation about the Oracle Export and Import utilities.
